Submission of the Operation of the Capital Gains Tax Discount

This submission argues that the capital gains tax discount has contributed to making home ownership increasingly unaffordable for many Australians while pushing low-income renters to the margins of the housing market. It recommends gradually phasing out both the capital gains tax discount and negative gearing to reduce upward pressure on house prices and rebalance the housing market toward access and security rather than wealth accumulation. It also recommends that the government implement these reforms as part of a broader tax equity agenda and reinvest the additional revenue in public and community housing.
